WASHINGTON — Lawmakers have announced an agreement to offer $350 million in aid to struggling milk farmers.

Wisconsin Congressman David Obey and Sen. Herb Kohl say about $290 million would go to directly support dairy farmers under a program to be devised by the Agriculture Department.

The remaining $60 million would cover purchases of surplus cheese and other dairy products in an attempt to raise prices. Food banks and other nutrition programs would get the products.

The announcement comes as lawmakers prepare to negotiate a $23.3 billion agricultural spending bill for the budget year that starts tomorrow.

The House's version doesn't include the dairy aid, but Obey, the chairman of the House Appropriations Committee, has embraced the program.
